Resumen
Este documento evalúa el efecto que tuvo la instauración de brigadas móviles en diferentes municipios del territorio colombiano sobre el número de hechos victimizantes ocurridos, comparados con aquellos municipios que no tuvieron presencia de brigadas móviles. Esta fue una de las acciones más importantes la política de la Seguridad Democrática [PDSD] con el objeto de proteger la población civil y luchar contra los grupos insurgentes. Para este ejercicio se utiliza el estimador de diferencias en diferencias cuando el tratamiento es variable en el tiempo, dado que las brigadas móviles se crearon en diferentes años durante todo el periodo de la seguridad democrática (2003-2010). Si bien las brigadas móviles se establecieron en los territorios de mayor afectación por el conflicto, los resultados muestran que aquellos municipios en donde se asentaron las brigadas móviles no tuvieron efectos sobre los hechos victimizantes comparados con aquellos municipios donde no se incluyeron patrullajes por parte de las brigadas.
Abstract
This document evaluates the effect that the establishment of mobile brigades had in different municipalities of the Colombian territory on the number of victimizing events that occurred, compared to those municipalities that did not have the presence of mobile brigades. This was one of the most important actions of the Democratic Security [PDSD] policy in order to protect the civilian population and fight against insurgent groups. For this exercise, the difference-in-difference estimator is used when the treatment is variable over time, since the mobile brigades were created in different years during the entire period of democratic security (2003-2010). Although the mobile brigades were established in the territories most affected by the conflict, the results show that those municipalities where the mobile brigades settled had no effects on the victimizing events compared to those municipalities where patrols were not included by the brigades
